Precautions to be taken during the celebration of Deepavali
KARNATAKA STATE FIRE & EMERGENCY SERVICES
PRESS NOTE
To ensure an accident free Deepavali festival-2008, Karnataka State Fire & Emergency Services department has taken the following measures:
· On 30-09-2008, all the department officers have been instructed not to give NOC for storage and sale of crackers in congested and thickly populated areas and give NOC for storage and sale only in the open grounds, selected by the jurisdictional licencing authorities (Commissioners of Police and District Magistrates).
· Further, all Fire vehicles are kept in readiness and the staff are instructed not to avail leave/weekly off and be available to respond to any emergencies.
The members of general public are requested to observe following safety measures during the celebration of Deepavali, specially while handling the fire works.
a) Allow the children to light fire works only when there is an adult around.
b) Do not light fire works inside the house but light them in an open space away from combustible materials.
c) Never wear loose, flowing clothes while lighting fire works.
d) Hold sparklers away from the body.
e) Never bend over the fire works while lighting them. Light them from the side.
f) Never light fire works under confinement in a metal container.
g) Never put fire works in the pocket.
h) Never store fire works or unpack them near a flame or heat source.
i) Never return to fire work once lit-it may explode in your face.
j) Never light a flowerpot holding it.
k) Aviod lighting of rockets.
l) Never take unnecessary risk while lighting fire works just to show off to your friends.
m) Keep a bucket of water handy while lighting fire works and in case of any burn injury, immediately pour clean water.
n) Get all your friends together and pool in your fire works. Light them in an open space. Have some adult supervise the display. This way you will be able to enjoy many more types of fire works and it will also be safer and cheaper.
o) Show concern for infants, the aged, sick & animals. Do not light loud fire works near them or near Hospitals.

೨೦೦೮ನೇ ಸಾಲಿನಲ್ಲಿ ದೀಪಾವಳಿ ಹಬ್ಬವನ್ನು ಸುರಕ್ಷಿತವಾಗಿ ಆಚರಿಸುವ ದಿಸೆಯಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಗ್ನಿಶಾಮಕ ಮತ್ತು ತುರ್ತು ಸೇವಾ ಇಲಾಖೆ ಈ ಕೆಳತೋರಿಸಿರುವ ಕ್ರಮ ಕೈಗೊಂಡಿದೆ.
ಜನಸಂದಣಿ ಹಾಗೂ ಇಕ್ಕಟ್ಟಾದ ಸ್ಥಳಗಳಲ್ಲಿ ಪಟಾಕಿ ದಾಸ್ತಾನು ಹಾಗೂ ಮಾರಾಟಕ್ಕೆ ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರ ನೀಡಬಾರದು ಹಾಗೂ ತೆರೆದ ಮೈದಾನಗಳಲ್ಲಿ ಮಾತ್ರ ಪಟಾಕಿ ದಾಸ್ತಾನು ಹಾಗೂ ಮಾರಾಟಕ್ಕೆ ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರವನ್ನು ಸಂಬಂಧಪಟ್ಟ ಪರವಾನಿಗೆ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ನೀಡಬೇಕೆಂದು ದಿನಾಂಕ ೩೦-೦೯-೨೦೦೮ ರಂದು ಇಲಾಖೆಯ ಎಲ್ಲಾ ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚನೆ ನೀಡಲಾಗಿದೆ.
ಎಲ್ಲಾ ವಾಹನಗಳನ್ನು ತಯಾರಿಯಲ್ಲಿಟ್ಟಿರಬೇಕು ಹಾಗೂ ಸಿಬ್ಬಂದಿಯವರುಗಳಿಗೆ ರಜೆ, ವಾರದ ಬಿಡುವು ಇತ್ಯಾದಿಗಳನ್ನು ನೀಡದೆ ಯಾವಾಗಲೂ ತಯಾರಿಯಲ್ಲಿಟ್ಟಿರಬೇಕು ಎಂದು ತಿಳಿಸಲಾಗಿದೆ.
ಇದಲ್ಲದೆ ದೀಪಾವಳಿ ಹಬ್ಬದ ಸಂದರ್ಭದಲ್ಲಿ ಪಟಾಕಿ ಬಳಸುವಾಗ ಸಾರ್ವಜನಿಕರು ಈ ಕೆಳತೋರಿಸಿರುವ ಸುರಕ್ಷಿತ ಕ್ರಮಗಳನ್ನು ಪಾಲಿಸಲು ಮನವಿ ಮಾಡಲಾಗಿದೆ.
೧. ಮಕ್ಕಳಿಗೆ ದೊಡ್ಡವರ ಸಮ್ಮುಖದಲ್ಲೆ ಪಟಾಕಿ ಹಚ್ಚಲು ತಿಳಿಸತಕ್ಕದ್ದು.
೨. ತೆರೆದ ಪ್ರದೇಶದಲ್ಲಿ ಪಟಾಕಿ ಹಚ್ಚುವುದು ಸುರಕ್ಷಿತ. ಯಾವುದೇ ಸಂದರ್ಭದಲ್ಲಿ ಮನೆಯೊಳಗೆ ಪಟಾಕಿ ಹಚ್ಚಬಾರದು.
೩. ಆದಷ್ಟು ಮಟ್ಟಿಗೆ ಶರೀರಕ್ಕೆ ಹೊಂದಿಕೊಳ್ಳುವಂತಹ ಬಟ್ಟೆಗಳನ್ನು ಧರಿಸತಕ್ಕದ್ದು, ದೊಗಲೆ ಬಟ್ಟೆಗಳನ್ನು
ಧರಿಸಬಾರದು.
೪. ಸುರ ಸುರ ಬತ್ತಿ ಇತ್ಯಾದಿಗಳನ್ನು ಶರೀರದಿಂದ ಆದಷ್ಟು ದೂರ ಹಿಡಿಯಬೇಕು.
೫. ಪಟಾಕಿ ಹಚ್ಚುವಾಗ ಅದರ ಮೇಲೆ ಬಾಗಬಾರದು. ಸಾಧ್ಯವಾದಷ್ಟು ಮಟ್ಟಿಗೆ ಪಕ್ಕದಿಂದ ಹಚ್ಚತಕ್ಕದ್ದು.
೬. ಯಾವುದೇ ಪಾತ್ರೆ ಒಳಗೆ ಅಥವಾ ಇಕ್ಕಟ್ಟಾದ ಸ್ಥಳಗಳಲ್ಲಿ ಪಟಾಕಿ ಹಚ್ಚಬಾರದು.
೭. ಪಟಾಕಿಗಳನ್ನು ಜೇಬಿನಲ್ಲಿಡಬಾರದು.
೮. ಯಾವುದೇ ಸಂದರ್ಭದಲ್ಲಿ ಪಟಾಕಿಗಳನ್ನು ಬೆಂಕಿಯ ಅಥವಾ ಉಷ್ಣತೆ ಹೆಚ್ಚಿರುವ ಸ್ಥಳಗಳಲ್ಲಿ ಇಡಬಾರದು ಹಾಗೂ
ಪೊಟ್ಟಣಗಳನ್ನು ತೆರೆಯಬಾರದು.
೯. ಹಚ್ಚಿರುವ ಪಟಾಕಿ ಸಿಡಿಯದಿದ್ದರೆ ಅದನ್ನು ಪುನರ್ ಪರೀಕ್ಷಿಸಲು ಪ್ರಯತ್ನಿಸಬಾರದು.
೧೦. ಹೂ ಕುಂಡಗಳನ್ನು ಕೈಯಲ್ಲಿ ಹಿಡಿದುಕೊಂಡು ಹಚ್ಚಬಾರದು.
೧೧. ರಾಕೆಟ್ ಗಳನ್ನು ಬಳಸುವುದನ್ನು ಪೂರ್ಣವಾಗಿ ತಪ್ಪಿಸುವುದು ಉತ್ತಮ.
೧೨. ಬೇರೆಯವರಿಗೆ ತೋರಿಸಿಕೊಳ್ಳಲು ಪಟಾಕಿ ಹಚ್ಚುವಾಗ ಅಪಾಯಕ್ಕೆ ಅವಕಾಶ ಕೊಡಬಾರದು.
೧೩. ಪಟಾಕಿ ಹಚ್ಚುವಾಗ ಯಾವಾಗಲು ಪಕ್ಕದಲ್ಲಿ ನೀರನ್ನು ಇಟ್ಟುಕೊಳ್ಳುವುದು ಸುರಕ್ಷಿತ. ಆಕಸ್ಮಿಕವಾಗಿ
ಸುಟ್ಟಗಾಯಗಳಾದರೆ ಕೂಡಲೇ ತಣ್ಣೀರನ್ನು ಸುರಿಯತಕ್ಕದ್ದು.
೧೪. ಸಾಧ್ಯವಾದಷ್ಟು ಮಟ್ಟಿಗೆ ಸ್ನೇಹಿತರ ಜೊತೆ ಸೇರಿ ಸಾರ್ವಜನಿಕ ತೆರೆದ ಪ್ರದೇಶಗಳಲ್ಲಿ ಪಟಾಕಿ ಹಚ್ಚುವುದು ಸೂಕ್ತ.
ಇದರಿಂದ ಎಲ್ಲರೂ ಸಂತೋಷ ಪಡಬಹುದು.
೧೫. ಪಟಾಕಿ ಹಚ್ಚುವಾಗ ಮಕ್ಕಳು, ವಯಸ್ಸಾದವರು, ಖಾಯಿಲೆ ಇರುವವರು ಹಾಗೂ ಪ್ರಾಣಿಗಳನ್ನು ಗಮನಿಸಿ, ಅವರಿಗೆ
ಆಗುವ ತೊಂದರೆಗಳನ್ನು ತಪ್ಪಿಸಲು ಪ್ರಯತ್ನಿಸಿ.
ಸಾಧ್ಯವಾದಷ್ಟು ಮಟ್ಟಿಗೆ ಹೆಚ್ಚು ಶಬ್ದ ಬರುವ ಪಟಾಕಿಗಳನ್ನು ಆಸ್ಪತ್ರೆ ಮತ್ತು ಇತ್ಯಾದಿ ಸೂಕ್ಷ್ಮ ಪ್ರದೇಶಗಳಲ್ಲಿ ಬಳಸುವುದನ್ನು ತಪ್ಪಿಸಿ.

೩. ಆದಷ್ಟು ಮಟ್ಟಿಗೆ ಶರೀರಕ್ಕೆ ಹೊಂದಿಕೊಳ್ಳುವಂತಹ ಬಟ್ಟೆಗಳನ್ನು ಧರಿಸತಕ್ಕದ್ದು, ದೊಗಲೆ ಬಟ್ಟೆಗಳನ್ನು
ಧರಿಸಬಾರದು.

ದಿನಾಂಕ 22-09-2008 ರಂದು ಬೆಂಗಳೂರಿನ ಬನ್ನೇರುಘಟ್ಟ ರಸ್ತೆಯಲ್ಲಿರುವ ಆರ್.ಎ.ಮುಂಡ್ಕುರ್ ಅಗ್ನಿಶಾಮಕ ಮತ್ತು ತುರ್ತು ಸೇವೆಗಳ ಅಕಾಡಮಿಯಲ್ಲಿ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳ ಪದಕವನ್ನು ಮಾನ್ಯ ಗೃಹ ಸಚಿವರು ಪದಕ ವಿಜೇತರಿಗೆ ಮಾನ್ಯ ಮುಖ್ಯ್ಮಮಂತ್ರಿಗಳ ಪದಕವನ್ನು ಪ್ರಧಾನ ಮಾಡಿದರು. ಸಮಾರಂಭದ ಅಧ್ಯಕ್ಷತೆಯನ್ನು ಚಿಕ್ಕಪೇಟೆ ಕ್ಷೇತ್ರದ ಶಾಸಕರಾದ ಡಾ.ಹೇಮಚಂದ್ರ ಸಾಗರ್ ವಹಿಸಿದ್ದರು ಹಾಗೂ ಸಿಬ್ಬಂದಿಗಳ ಆರೋಗ್ಯ ಭಾಗ್ಯ ಸೌಲಭ್ಯವನ್ನು ಸಿಬ್ಬಂದಿಗಳಿಗೆ ನೀಡುವುದರ ಮೂಲಕ ಉದ್ಘಾಟಿಸಿದರು. ಮುಖ್ಯ ಅತಿಥಿಯಾಗಿ ಶ್ರೀ ಆರ್.ಶ್ರೀಕುಮಾರ್, ಪೊಲೀಸ್ ಮಹಾ ನಿರ್ದೇಶಕರು ಹಾಗೂ ನಿರೀಕ್ಷಕರು, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಹಾಗೂ ಗೃಹ ಕಾರ್ಯದರ್ಶಿ ಶ್ರೀ ಟಿ.ಸುನೀಲ್ ಕುಮಾರ್ರವರು ವೇದಿಕೆಯನ್ನು ಆಲಂಕರಿಸಿದರು.

Youtube Channel for Karnataka Fire and Emergency Services (ksfes)
The Karnataka Fire and Emergency Services has setup an exclusive youtube video channel to educate the peope about public safety, fire precautions and disaster preparedness. The youtube channel will contain video clippings about these aspects and also about various other activities of the department which will be uploaded reularly.
The channel can be accessed by going to the URL: http://in.youtube.com/karnatakafireservice. Interested persons can also subscribe to the channel in which case, new uploads to the channel will be intimated to the subscriber automatically through email.

Karnataka Fire and Emergency Services Launch its Official Blog for Communication with Media and Public
In order to share information about various activities of the Fire and Emergency department with the Public and the Media on a regular basis, the Karnataka Fire and Emergency Services (KSFES) has created a blog. The blog http://blog.ksfes.gov.in/ will comprise of all important news, views and events on regular basis.
People interested in knowing about the department and the members from the media can simply access it by going to this site. They can also subscribe to its feed and receive updates to the blog directly on their email.
The blog will comprise information related to topics like various types of fire calls attended, modernization of the department, opening of new fire stations in the state, safety related info, awareness about disaster management and fire safety.
On an average, the department gets approximately 9,400 calls per year in the state. It has succeeded in saving 70% of properties involved in fires per annum and has also saved roughly about 3100 lives over the last five years.
It is imperative that such 'public good' or 'service oriented' department is always in sync with the public perceptions and requirements. There is need to create sufficient awareness about 'public safety' by making them aware of their duties and responsibilities. The role of media in this endeavor is highly significant.

New Fire Station Building Inaugurated at Kadur
The Director General of Police and Director Fire and Emergency Services, Karnataka State Ms.Jija Hari Singh IPS inaugurated the newly constructed Fire Station building at Kadur on 22/02/2008 in a simple function. The function was attended by Ex MLA Mr.Krishna Murthy, The Kadur Town Municipal President and Vice President, Officers of the Karnataka Police Housing Corporation, the general public and media personnel of Kadur Town.This new Fire Station building situated in the land purchased from the APMC has been constructed by the Karnataka Police Housing Corporation (KSPHC) at a cost of Rs.10,161,225/ (For details Click Here).
Prior to this, the Fire Station was functioning in a temporary building situated on Bangalore - Honnavar Road since 1996, the year of opening of the Fire Station in Kadur.

Stuck for a solution

A fire department personnel during a mock drill commented that the only reason the rescue took as little time as it did was because the traffic had been diverted and the fire engines did not have to crawl their way through never ending line of wheels...
Our fire engines boast of state-of-the-art technologies that can help save lives from highrise buildings and jam-packed malls. Literally, sky is the limit for them. But if one looks down and takes a closer look at the ground reality, crawling traffic is a huge challenge they are yet to find a way out of. In fact, a fire department personnel during a mock drill even commented that the only reason the rescue took as little time as it did was because the traffic had been diverted and the fire engines did not have to crawl their way through never ending line of wheels. K C Ramamurthy, ACP (Traffic and security). though pleads helplessness about the vehicular jams, adds, “Given the practical problems, we are doing our best. If there is an emergency situation where a fire engine has to reach a particular spot we try and ensure a clear path for it within five to six minutes. We have even told the hospitals to tell us about an emergency so we can clear the route for them.” But the solution is obviously not working.If there is one clear culprit here it is the utter failure of urban planning. While the BBMP is trying to address the issue with its traffic management plan for commercial establishments for the future, for now they are groping in the dark for solutions.

Short-term remedies are being discussed. Congestion charges, the pros and cons of dedicated lanes (but there is no place for this on our roads) are all in the loop but nothing concrete has been decided upon. A traffic official candidly commented that Bangalore needs to take a vacation from growth for sometime, build up the infrastructure and then resume its climb to the top. When one thinks of it while being stuck in traffic jam for hours, it doesn’t sound all that impractical.
